Xiaolou Story: Zhang Fuyun (1890-1983), at the age of 20 in 1910, was admitted to the preparatory class for studying in the United States under the Boxer Indemnity. In 1911, Zhang Fuyun, along with Hu Shi, Zhao Yuanren, Zhu Kezhen, and others, went to the United States to study. After obtaining a Bachelor’s degree in Law from Harvard University six years later, Zhang Fuyun returned to China and taught international law at Peking University. At that time, the largest customs in China were Tianjin Customs and Shanghai Customs. Zhang Fuyun purchased a villa located on Changde Road from Xiannong Company due to his business needs of traveling between Shanghai and Tianjin year-round. Under the tireless efforts of Zhang Fuyun, as of 1933, China had fully regained its autonomy in tariffs, reformed the customs administrative management system, and successfully achieved the nationalization of customs. Therefore, Zhang Fuyun became the first Chinese customs chief since the end of the Qing Dynasty. In 1949, Zhang Fuyun moved his family to Hong Kong and later moved to the United States to work for the Asian Society of America. Zhang Fuyun passed away in San Francisco, USA in 1983 at the age of 93.
